Phase Two of the Comprehensive Plan to End the Gaza Conflict: A Roadmap for Sustainable Peace and Prosperity in the Region

Donald Trump, the President of the United States, announced the formation of a "National Committee for the Administration of Gaza" and the commencement of the second phase of the White House's 20-point plan to end the conflict between Israel and Hamas; a plan aimed at establishing sustainable peace, reconstruction, and creating technocratic governance in the Gaza Strip. The White House announced on Friday, January 26, that the "National Committee for the Administration of Gaza" will be headed by Dr. Ali Shaath, responsible for the reconstruction of public institutions, revitalization of basic services, and the establishment of local governance infrastructure. Dr. Shaath is introduced as a technocrat and expert in economic development. According to this statement, the second phase of Trump's plan is part of a "comprehensive roadmap" that was supported by the international community in accordance with UN Security Council Resolution 2803 in 2025. Simultaneously, a body known as the "Peace Committee" has been formed to oversee the implementation of the plan, chaired by Donald Trump himself. The executive committee members include Marco Rubio, Steve Witkoff, Jared Kushner, Tony Blair, Mark Rowan, Ajay Banga, and Robert Gabriel. The White House states that this group is set to oversee areas such as reconstruction, attracting investment, and building governance capacity in Gaza. President Trump described this committee in a post on the social media platform "Truth Social" as "the largest and most credible committee ever formed" and urged Hamas to fulfill its commitments, including returning the remains to Israel. He warned that the group could act "the easy way or the hard way" and, according to him, "through power-based peace." Previously, Steve Witkoff, the President's special envoy, stated that the second phase means transitioning from a ceasefire to "complete demilitarization and the reconstruction of civil institutions." He added that Hamas is expected to fulfill all its commitments, including the immediate release of remaining hostages. Benjamin Netanyahu, the Prime Minister of Israel, reacted to this announcement by calling it "symbolic" and stated that the formation of the Gaza administration committee is "not a sign of tangible progress," but he supported the White House plan as a framework for achieving Israel's security objectives. The White House announced that an "International Security Stabilization Force" commanded by General Jasper Jeffers will be responsible for ensuring calm, disarming armed groups, and facilitating the transfer of humanitarian aid and reconstruction materials. The United States states that it is closely working with Israel, Arab countries, and other international partners to pursue the full implementation of the plan, and more members of the executive committees will be introduced in the coming weeks.
