U.S. National Intelligence Agency Warns of Cyber Campaign by Islamic Republic to Exploit Gaza War

On Tuesday, July 9, the Director of the U.S. National Intelligence Agency warned about the cyber activities of the Islamic Republic, stating that the Iranian government aims to "exploit" protests against the Gaza war through its cyber agents. Avril Haines, the Director of the National Intelligence Agency, said in a statement: "In recent weeks, Iranian government actors, using a 'playbook' that we have seen used by other actors over the years, opportunistically want to exploit the ongoing protests regarding the Gaza war." She added: "We have seen Iranian government-related actors posing as 'online activists' seeking to encourage protests and even financially support the demonstrators." Ms. Haines described this warning as the first announcement to inform the American public about "foreign efforts to influence the democratic process" in a year when presidential and congressional elections are taking place. She stated that updates will continue to be released regularly. The Director of National Intelligence noted that in May of this year, she had stated in the U.S. Congress that the Islamic Republic's efforts "to infiltrate and create divisions and undermine trust in democratic institutions" in the U.S. are intensifying, and Iranian cyber actors continue their infiltration efforts via social media platforms. She added that it is likely that Iranian cyber actors rely on their intelligence services and also on online influencers based in Iran to promote their narratives. Avril Haines stated in this announcement: "I want to make it clear that I know Americans participating in protests are expressing their views on the Gaza conflict in good faith – this intelligence data shows otherwise. Furthermore, the freedom to express diverse views, when done peacefully, is essential for our democracy, but it is also important to warn about foreign actors seeking to exploit our discussions for their own purposes." The Director of National Intelligence added that Americans targeted by the Islamic Republic's campaign "may not realize they are engaging with or supporting a foreign government." She urged the American people to be cautious as they interact online with accounts on social media and actors they do not personally know. Israel has called for international cooperation to counter cyber attacks from the Islamic Republic. The U.S. House Committee has agreed to impose restrictions on the export of AI systems. Warnings from Britain and the U.S. regarding cyber attacks from Beijing; China, Russia, and the Islamic Republic are immediate threats. The Iranian hacking group 'APT 42' uses advanced social engineering schemes to spy on victims. The British domestic intelligence agency has warned universities about security threats from Russia, China, and the Islamic Republic. The U.S. is offering up to $10 million for information about three sanctioned Iranian hackers.
