200 Reform Proposals by Representatives for the 9-Article JCPOA Plan

The spokesperson for the JCPOA Commission has stated that representatives have proposed "200 reform proposals" regarding the 9-article JCPOA plan, including allocating one percent of the released assets to state media and the Basij for programs that boost public morale and promote economic development. Members of Parliament are set to review the details of the "Iran's Proportional Action in Implementing the Joint Comprehensive Plan of Action" on Tuesday, and according to the Tasnim news agency, Hossein Naqavi Hosseini stated on Monday, October 20, that the lifting of sanctions must be included as "a key principle" in the discussions. Naqavi Hosseini emphasized that the lifting of sanctions in exchange for what he described as "Iran's numerous concessions" to the Western side in the Vienna nuclear agreement is not too much to ask. The general outline of the "Iran's Proportional Action in Implementing the Joint Comprehensive Plan of Action" was approved in a session on Sunday, October 19, and the details and representatives' proposals are to be reviewed in the upcoming session. Some opponents of President Hassan Rouhani's government, including Alireza Zakani, Hamid Rasai, Mahmoud Nabavian, Javad Karimi Qodosi, and Bijan Nobaveh, despite opposing the essence of this plan, have proposed numerous changes to it, while other opposing figures like Ismail Kowsari and Ebrahim Karkani have called for the complete removal of the plan. Several of these opponents of the Vienna nuclear agreement, including Hamid Rasai, Mehdi Koochakzadeh, Ismail Kowsari, and Javad Karimi Qodosi, have also proposed that any action by the Iranian government be contingent upon the lifting of U.S. sanctions against Iran. Members of the Iranian nuclear negotiation team have repeatedly emphasized that the U.S. government does not have the legal authority to lift sanctions imposed by the U.S. Congress against Iran but can suspend their implementation. Alireza Zakani, the head of the JCPOA Commission in Parliament, has also proposed that the imposition of new human rights sanctions against Iran would constitute a "breach of promise" by the Western side, and if such sanctions are imposed, the Iranian government should resume its past enrichment activities. Plans for Frozen Assets Representatives have also proposed measures regarding Iran's frozen assets abroad. Among these proposals is the allocation of one percent of Iran's released assets to the Basij and state media for programs that boost public morale and promote economic development. Another proposal calls for the government to allocate five to ten percent of released resources for major research projects "with a focus on defense, security, and aerospace." Another proposal for these assets suggests depositing all of them into the treasury account. The "Iran's Proportional Action in Implementing the Joint Comprehensive Plan of Action" allows the Iranian government to implement the Vienna nuclear agreement under certain conditions. "Revising cooperation with the international community in the event of any pressure-based actions and threats for any reason, as determined by the Supreme National Security Council, and taking reciprocal actions in case of any non-compliance by the other party regarding the effective lifting of sanctions and the reinstatement of lifted sanctions or the imposition of new sanctions" are among the announced conditions for the government. The plan emphasizes that "no monitoring access by the Agency to military sites and individuals under the pretext of the JCPOA is permitted unless such cases are separately approved in detail by the Supreme National Security Council." Abbas Araghchi, the Deputy Minister of Foreign Affairs for Legal and International Affairs, stated yesterday that the 90-day review period for the JCPOA will end on October 26. If the details of the JCPOA implementation plan are finalized in Parliament by October 26 and approved by the Guardian Council, then the legal process for the approval of the JCPOA will have been completed.
