Abdullah Öcalan's Message for Peace in Turkey: The Kurdistan Workers' Party Should Dissolve

Abdullah Öcalan, the imprisoned leader and founder of the Kurdistan Workers' Party (PKK) in Turkey, on Thursday, March 1, sent a message urging members of this militant group to lay down their arms and dissolve the party. According to the Associated Press, this decisive request from the imprisoned Kurdish leader is part of renewed efforts to establish peace between the Kurds and the Turkish government, aiming to end conflicts that have left tens of thousands dead over the past four decades. In the message sent from his prison on one of the islands near Istanbul, Öcalan stated that the PKK should make a decision about its dissolution by holding a congress. In a message that pro-Kurdish politicians published after meeting with Öcalan in prison, he said: 'Hold a congress and decide. All groups must lay down their arms, and the PKK must dissolve itself.' The Associated Press reported that based on a new peace plan between the PKK and the Turkish government proposed by Devlet Bahçeli, a right-wing Turkish politician and leader of the Nationalist Movement Party, if the PKK dissolves and abandons armed struggle, Abdullah Öcalan could benefit from conditional release. Öcalan, 75, was arrested in 1999 and sentenced to imprisonment for 'treason,' being transferred to a security prison on Imralı Island near Istanbul. However, he still holds significant influence among PKK members. Analysts predict that the current leadership of the PKK will follow Öcalan's directive, although some factions within the group may resist this call. The PKK, established in 1978 by Öcalan, began armed conflict with the Turkish central government and is recognized as a terrorist organization by Turkey, the United States, and the European Union. Efforts to establish peace between the Turkish government and the PKK have emerged as President Recep Tayyip Erdoğan likely needs the support of the pro-Kurdish party in the Turkish parliament, the Peoples' Democratic Party (HDP), for his political survival. The HDP has long emphasized the need for expanding democracy in Turkey and improving Kurdish rights, calling for better conditions for Abdullah Öcalan. The last peace efforts between the Turkish government and the PKK, which occurred a decade ago, ended in failure. Recent events include the arrest of 282 'suspects' in a large-scale Turkish operation against the PKK, meetings between the foreign ministers of the U.S. and Turkey on the sidelines of the Munich conference, and the head of Turkey's intelligence agency meeting with Iranian security officials.
