Appointment of Two Women as Mayors of Districts 7 and 10 in Tehran

The newspaper Arman has published on its front page the appointment of two women as mayors of districts 7 and 10 in Tehran, stating: "Mohammad Ali Najafi, the mayor of Tehran, yesterday appointed Dr. Somayeh Hajavi as the mayor of district 7 and Soheila Sadeghzadeh as the mayor of district 10 in separate decrees." The newspaper notes that "the appointment of female managers in the municipality became a public demand among reformists immediately after Mohammad Ali Najafi was elected as mayor, and many who had become disheartened after the lack of a female minister nomination by Rouhani viewed the Tehran municipality as a suitable place to gradually address this inequality." The newspaper Shargh has published on its front page about "Donald Trump's first speech at the United Nations," quoting the U.S. President as saying: "The JCPOA is a shame for America." The newspaper writes that "Iran, China, North Korea, Venezuela, and Cuba were among the countries that Donald Trump explicitly criticized; although his sharp jabs at international agreements that are practically detrimental to the United States could extend his criticism even to the country’s traditional allies." According to Shargh, Donald Trump referred to Kim Jong-un as the "rocket man" who "is heading towards suicide and held him responsible for the hunger of millions in that country," and "reiterating his remarks about the JCPOA, he called this agreement one of the worst agreements for America and a source of shame for his country," while "attempting to portray Iran as a state sponsor of terrorism and threatened that he might unilaterally withdraw from the JCPOA for this reason." The newspaper emphasizes that "the U.S. President stated that if the Iranian nuclear agreement serves as a cover for the development of a nuclear program, he will not accept it," noting that "these remarks come at a time when a meeting is scheduled on the sidelines of the United Nations General Assembly with the participation of Iran, Britain, China, France, Germany, Russia, and the United States regarding the nuclear agreement." Shargh also reports that Donald Trump said: "Iran uses oil money to finance Hezbollah" and "Iran has helped strengthen Bashar al-Assad's dictatorship and leads the war in Yemen." The newspaper Aftab Yazd has emphasized in its headline "Rouhani-Trump Competition" that "the JCPOA is the main focus of the meetings and speeches of the Presidents of Iran and the United States at the UN headquarters." The newspaper Javan, close to the Revolutionary Guards, also emphasized that "Trump said everything that came to his mind about Iran," writing that "Trump's remarks at the United Nations General Assembly against Iran showed that Americans are not trustworthy." This newspaper also noted that "the only Iranian present in the UN General Assembly hall during this senior American official's speech was Hasani Nejad, an expert at Iran's permanent mission to the UN," and emphasized that "it was expected that during the parts where Trump made his insulting remarks, he would leave the hall in protest, but Hasani Nejad preferred to draw the cameras' attention with his meaningful gaze towards Trump." At the same time, Javan published a commentary titled "Strategic Mistake of the Government Regarding the Spirit of the JCPOA," describing the Islamic Republic President's statements about ensuring regional and global security with the JCPOA as a "mistake," noting that Hassan Rouhani stated before departing for New York to attend the 72nd session of the UN General Assembly that "the JCPOA is an agreement in favor of regional and global security and stability," and in New York, during a meeting with the UN Secretary-General, he said, "the JCPOA can be a good model for peace and stability in the region and the world." This newspaper pointed out that "other government officials have also taken similar positions regarding the spirit of the JCPOA, including Mohammad Javad Zarif, Abbas Araghchi, and Ali Akbar Salehi, who unanimously believe that the JCPOA has brought stability and security to the region," stating that "the expression of this phrase by government officials means that Iran jeopardized security and stability with its behavior and actions before signing the nuclear agreement and has deviated from this path by accepting the commitments outlined in the JCPOA, meaning that at least the American interpretation of the positions of Iranian officials is this issue since they insist on making their 'interpretation of the spirit of the JCPOA' a reference, claiming that the main goal of the JCPOA was to 'create peace and security' which Iran has violated." Kayhan also reported on its front page that "Hassan Rouhani threatened that a return to pre-JCPOA conditions could happen within days." According to this newspaper, Hassan Rouhani stated in an interview with CNN: "If America withdraws from the JCPOA, we have various options available. This has been planned and thought out, and if such a thing happens, Iran can return to pre-JCPOA conditions within a few days." The newspaper Etemad published the statements of Judge Siamak Modirkhorasani regarding the case of Saeed Mortazavi, the former prosecutor of Tehran, quoting this recently retired judge as saying: "Saeed Mortazavi was sentenced by the court to permanent dismissal from judicial services, five years of dismissal from government services, and a fine of 200,000 tomans, of which only the 200,000 tomans were emphasized, but no one noticed that someone who was the prosecutor in this city and practically had the final say was tried and sentenced to permanent dismissal from judicial services. Permanent dismissal from judicial services for a judge is like a death sentence." The former head of branch 76 of the Tehran Criminal Court stated regarding the case of the "Kahrizak detention center atrocities" that "this case had many layers that some of them cannot be expressed at all," saying: "The violations in this case were evident. The prosecutor of a city must supervise his subordinates, and 'not knowing' and 'I don't know' are not acceptable. In this case, based on the investigations that were conducted, it was established for the court that violations occurred." Siamak Modirkhorasani, referring to the family of Amir Javadi Far, one of the victims of the Kahrizak detention center, stated that they regret their consent, saying: "I heard and did not ask (the father) of Javadi Far, but my own feeling was that this consent was taken beforehand and was presented later during the trial. This is my personal impression. Javadi Far was someone who repeatedly fainted during the trial, and we had to call an ambulance. From the way the consent was written, I gathered that this consent must have been arranged beforehand. Javadi Far was regretful. I felt that regret made him feel worse." The retired head of branch 76 of the Tehran Criminal Court, who had previously summoned Mahmoud Ahmadinejad to court, regarding why this case has remained in 'precautionary time' after four years since the last court session, stated that "legally, a court session should have been held after that session, but they said the case was incomplete, and the case remained as it was, and our work was done." Etemad regarding the case of Mohammad Reza Rahimi, the first deputy of Mahmoud Ahmadinejad, also stated: "We believed that Mr. Rahimi led a network and sentenced him to 15 years in prison, but the Supreme Court did not share this view and reduced it to five years," just as regarding Ali Akbar Heydari Far in the Kahrizak detention center case, "I believed in complicity in murder, and we wrote this in the verdict, but from the total of the five-member judicial board, it became two to three. I and another colleague believed in complicity in murder and had 15 years in prison, but three other colleagues did not share this view, which the court also confirmed acquittal from complicity in murder." The newspaper Shahrvand reported on the increase of "extreme poverty" and wrote that on Tuesday, Ali Rabiei, the Minister of Cooperatives, Labor, and Social Welfare, during the inauguration of 150 social emergency centers, referring to the remarks of the first vice president of Hassan Rouhani about "the necessity of creating a directive to combat extreme poverty in the budget bill," stated: "The existence of family disputes, child abuse, spousal abuse, elder abuse, and disability abuse in the country has led to the emphasis on the necessity of developing social emergency services in the country and expanding it. Social emergency services can also have effective interventions in cases of suicide, divorce, or other social harms." The Minister of Cooperatives, Labor, and Social Welfare emphasized that "eliminating severe poverty and controlling various forms of absolute poverty is on the agenda of the twelfth government," stating: "Social emergency services in 2016, with their effective interventions, were able to prevent over 4,000 suicides, which is a significant figure." The newspaper Shahrvand also quoted the remarks of Eshaq Jahangiri at the inauguration of 150 social emergency centers, stating: "All of us, near and far, in our workplaces and lives, face shocking examples of social harms, and the expansion of social emergency services is one of the essential necessities to combat social harms, and the government also supports the development of social emergency services."
