Arrest of Parents in California Who Had Their 13 Children Chained to Beds

California police found 13 siblings chained to their beds, living in hunger and darkness in a home. According to neighbors, the parents of this chaotic and disheveled house rarely left home and appeared pale and strange whenever they were seen outside. David Allen Turpin, 57, and Louise Anna Turpin, 49, were arrested on Sunday after a severely malnourished 17-year-old girl escaped the house and contacted the police. The house where these children were trapped is located in Perris, California, about 115 kilometers east of Los Angeles. After the arrest of the parents, they were charged with torture and endangering the welfare of children. The Riverside County police stated that 13 children aged between 2 and 29 were chained to their beds, trapped in darkness, and surrounded by a very foul-smelling environment. The statement described the 13 siblings as "victims who are all facing malnutrition and are also very dirty in terms of hygiene." Kimberly Milligan, 50, who lives on the same street, said she had seen the mother with a baby and three other children once in the two years since the family moved in. She noted that all the children appeared pale and small in stature. Milligan questioned why they had not seen the other children, stating that despite all the warning signs, they never thought there were nine more children in the house. Nicole Gooding, 35, who has lived in the neighborhood for three years, said she saw the family for the first time two months ago when the mother and children were cleaning the yard of weeds and piles of used cans. Gooding stated she had never seen the family or all the children before that day. Police reported that the parents are currently in temporary custody with a bail set at $9 million. According to police, the two suspects will appear in court this Thursday. The police statement did not mention the motives behind the parents' actions, and a police spokesperson declined to provide further information to reporters. Six of the couple's children are underage, while seven are over 18. A Facebook page that appears to belong to the couple shows them in wedding attire surrounded by 10 daughters and three sons, all dressed alike. David Turpin's parents, James and Betty Turpin, who live in West Virginia, told ABC News that they were "shocked and stunned" by the allegations against their son and daughter-in-law.
