Biden Signs Law Banning Uranium Imports from Russia

The President of the United States signed a law banning the import of uranium from Russia for nuclear reactor fuel. The White House announced this news on Monday, May 13, stating that President Biden's new decision aims to reduce America's reliance on Russia for civilian nuclear energy, as well as to strengthen energy security and the economy of the United States. Reuters also reported that the ban on Russian uranium imports by the U.S. is another step to disrupt Russia's military aggression against Ukraine. The enforcement of the new law will begin in 90 days and will allow the U.S. Department of Energy to issue exemptions for the purchase of Russian uranium until 2028 if necessary. Earlier, the U.S. Senate had approved the bill banning uranium imports from Russia on May 1 of this year. Russia is the largest exporter of enriched uranium in the world, supplying 24% of the uranium fuel consumed by U.S. nuclear power plants. The new law signed by Biden also frees up $2.7 billion in funding to secure the uranium needed for power plants from domestic sources in the U.S. Jake Sullivan, the White House National Security Advisor, stated that the new law will achieve multiple objectives identified with allies and partners, including a December commitment with Canada, France, Japan, and the UK for a collective investment of $4.2 billion to develop enrichment and conversion capacity for uranium into nuclear fuel. Anatoly Antonov, the Russian ambassador to the U.S., reacted to the U.S. action by saying that this decision undermines the 'delicate balance' between uranium exporters and importers. He stated that the financial losses from the ban on Russian uranium imports for the United States will be much greater than for the Kremlin. Russia has not yet published its uranium export status for 2023, but according to an assessment by the British Ministry of Defense released last month, the state-owned company 'Rosatom' earned $2.7 billion from low-enriched uranium exports last year. The report indicates that EU nuclear power plants purchased about 30% and U.S. plants 23% of the uranium exported by Russia.
