The document is designed to help the incoming administration shape its approach to the strengthening relations among America's most significant rivals and adversaries from day one. The Associated Press reported that this information was disclosed by two senior officials who spoke on the condition of anonymity and according to rules set by the White House. These officials stated that the classified memo will not be published due to the sensitivity of some of its findings. The document includes four general recommendations: improving inter-agency cooperation within the U.S. government, accelerating information sharing with allies regarding these four countries, fine-tuning the government's use of sanctions and economic tools for maximum effectiveness, and enhancing preparedness for managing crises simultaneously with the mentioned four countries. This coordination has accelerated following Russia's invasion of Ukraine in 2022. North Korea has also received fuel and financial resources from Russia to develop its military and production capabilities. Officials added that Russia has effectively accepted North Korea as a nuclear-armed state.
