Canadian Intelligence Agency Predicts Continuation and Possible Increase of Threats from the Islamic Republic

The Canadian Security Intelligence Service (CSIS) assessed in its annual report that the threat posed by the Islamic Republic to Canada and its allies has continued this year and may increase given regional developments. The annual assessment of CSIS was publicly released on Wednesday, May 8, in accordance with the country's tradition, and was communicated on government websites. In the section related to the Islamic Republic of Iran, the report emphasizes that the Tehran government is still seeking to become a major regional power and increase its influence in Iraq, Syria, Lebanon, and beyond, while also referencing the expansion of Iran's foreign operations in Western countries. According to the report, Iran's operations in recent years have been 'increasingly aggressive and extensive,' leading to the advancement of 'deadly plots' designed by Iranian intelligence and security agents in the United States, the United Kingdom, and several European countries. Canada stated that the intelligence apparatus of the Islamic Republic of Iran is engaged in espionage and covert information gathering about Iranians, particularly against political activists outside Iran, and is monitoring human rights activists, women, minorities, and other Iranian immigrants. The report emphasized Iran's activities against Israeli interests and Jews, noting that Tehran uses individuals who may be knowingly or unknowingly 'accomplices' to achieve these goals. According to Canada's assessment, the Iranian government's aim in many of these cases is to 'silence' the voices of critics abroad against the policies of the Islamic Republic. The report added that Iran's 'hostile activities' ultimately undermine the security of Canada and its citizens, as well as Canada's democratic values and sovereignty. CSIS pointed to Iran's role in establishing the 'Resistance Axis,' a regional alliance including Syria, Hezbollah, and other proxy groups in the Middle East, adding that after the extremist group Hamas attacked Israeli territory on October 7 of last year, Iran praised Hamas's aggression and enabled the Houthi group in Yemen, one of its proxies, to attack Israel and U.S. interests in Iraq and Syria. Hundreds of thousands of Iranians reside in Canada. Following the 'Women, Life, Freedom' protests, the Canadian government has granted work permits and study permits to Iranian tourists arriving in Canada or already present in the country. This has led to the arrival of tens of thousands of additional Iranians in Canada recently. Some of the protesters have also recently arrived in Canada from Iran. A group of political activists opposing the Islamic Republic of Iran this week emphasized their long-standing demand to list the Islamic Revolutionary Guard Corps (IRGC) as a terrorist organization in Canada. The Ottawa Parliament approved a non-binding motion to label the IRGC as a terrorist entity this week. Dozens of the 176 victims of the Ukrainian passenger plane shot down by IRGC missiles over Iranian territory in January 2020 were Iranian-Canadian citizens. The Canadian foreign intelligence agency did not provide further details in its report regarding the 'deliberate or unwitting partnership' of Canadian residents in committing security crimes in line with the objectives of Iranian intelligence agencies. Canada last severed its relations with Iran 12 years ago, at which time the Iranian embassy in Ottawa was also closed.
