Continuation of Final Nuclear Agreement Text Writing; Re-publication of 'Iran's Fact Sheet'

As the writing of the final agreement text regarding Iran's nuclear program continues by two senior members of Iran's nuclear negotiating team along with the Deputy High Representative of the European Union for Foreign Affairs, a member of the Iranian team re-published the text known as Iran's 'Fact Sheet' from the Lausanne nuclear understanding. According to the state-run news agency IRNA, Abbas Araqchi and Majid Takht-Ravanchi, two senior members of Iran's nuclear negotiating team, continued writing the comprehensive agreement text with Helga Schmid, the Deputy Foreign Policy Chief of the EU, during two rounds of negotiations on Thursday, April 29, which lasted eight hours. The news agency reported that the writing of the final agreement text regarding Iran's nuclear program will continue on Friday as well. Meanwhile, an anonymous Iranian diplomat told the Iranian Students News Agency (ISNA) that the end time of this round of negotiations is still unclear, and after its conclusion, the timing of the next round will be determined. The writing of the final agreement text between Iran and the P5+1 began on Wednesday, April 28, in Vienna, and the first topic of this text was announced to be how to lift Iran's sanctions, which Abbas Araqchi described as 'complex.' Meanwhile, Hamid Baidi-Nejad, another member of the Iranian negotiating team, re-published the text known as Iran's Fact Sheet regarding the Lausanne nuclear understanding, which states that the method of lifting Iran's sanctions differs from what is stated in the U.S. Fact Sheet regarding the Lausanne understanding. In this context, President Hassan Rouhani said on Thursday that the Iranian Fact Sheet was published 'an hour before the Lausanne statement' and even before the U.S. Fact Sheet. Rouhani referred to a text titled 'Summary of the Comprehensive Solutions Agreed Upon to Reach a Joint Comprehensive Action Plan,' which was published by the Iranian Foreign Ministry simultaneously with the announcement of the Lausanne nuclear understanding. However, Mohammad Javad Zarif, Iran's Foreign Minister, had previously stated that this Iranian Fact Sheet is not from the Lausanne understanding. Nevertheless, Hamid Baidi-Nejad, referring to Rouhani's remarks, re-published this text on his Instagram page with the aim of 'helping to refresh minds.' According to this text, after the final agreement regarding Iran's nuclear program, 'all Security Council resolutions will be lifted, and all multilateral European and unilateral U.S. economic and financial sanctions, including financial, banking, insurance, investment sanctions, and all related services in various fields including oil, gas, petrochemicals, and automotive will be immediately lifted.' The text also emphasizes: 'Sanctions against individuals and legal entities, organizations, and governmental and private entities under Iran's nuclear-related sanctions, including the Central Bank, other financial and banking institutions, SWIFT, shipping and the Islamic Republic's aviation, oil shipping will be comprehensively lifted immediately.' Meanwhile, according to the U.S. Fact Sheet from the Lausanne understanding, U.S. and EU sanctions related to Iran's nuclear program will be 'suspended' after the International Atomic Energy Agency confirms that Iran has taken all its nuclear steps, and if at any time Iran fails to meet its commitments, these sanctions will be automatically re-imposed. Meanwhile, Ali Akbar Salehi, head of Iran's Atomic Energy Organization, said on Tuesday, April 27, that 'secondary sanctions that cross U.S. borders will be temporarily halted.' According to Salehi, the lifting of 'U.S. and European secondary sanctions' will take one or two months after the signing of the final agreement regarding Iran's nuclear program.
