Drafting 'Supervision Mechanisms for the Implementation of the JCPOA' in the Iranian Parliament

A few days after Ayatollah Khamenei's conditions for implementing the nuclear agreement were published in a letter to the President, the Vice Chairman of the National Security and Foreign Policy Commission of the Parliament stated that the 'draft supervision mechanisms for the implementation of the JCPOA' has been prepared in this commission. According to the House of Representatives news agency, affiliated with the Islamic Consultative Assembly, Mansour Haqiqatpour said on Saturday, November 2, that it is 'highly likely' that next week the members of the National Security and Foreign Policy Commission will provide their opinions on this document and finalize it. Based on the law known as the Implementation of the Vienna Nuclear Agreement, which has been approved by the Parliament and confirmed by the Guardian Council, the Minister of Foreign Affairs is required to report on the implementation of the Vienna nuclear agreement to the National Security and Foreign Policy Commission of the Islamic Consultative Assembly every three months. According to this law, the National Security and Foreign Policy Commission is also obliged to present a report on the implementation of this agreement to the open session of the Parliament every six months. Meanwhile, the Vice Chairman of the National Security and Foreign Policy Commission stated that while presenting this report, the commission will also provide suggestions to prevent what he referred to as 'enemy infiltration in the post-JCPOA' to the executive bodies. According to Mr. Haqiqatpour, this commission will also request monthly reports from relevant bodies involved in the Vienna nuclear agreement, including the Central Bank, shipping, aviation, the Ministry of Economy, and the Ministry of Defense, regarding the implementation of this agreement and issues such as sanctions and oversight. Ayatollah Ali Khamenei, the leader of the Islamic Republic, on Wednesday, October 29, confirmed the Supreme National Security Council's resolution for the implementation of the Vienna nuclear agreement while emphasizing nine requirements and conditions for its execution. In his letter, Khamenei also noted that the Vienna nuclear agreement 'contains multiple ambiguities and structural weaknesses... that, in the absence of careful oversight... could lead to significant damages for the present and future of the country.' Some Friday prayer leaders and political figures, including Ahmad Khatami, the Friday prayer leader of Tehran, have called for an end to the disputes over the JCPOA following the Supreme Leader's letter. However, criticisms from opponents of this agreement continue, including Alireza Zakani, the head of the Parliament's JCPOA Commission, who stated on Thursday night in a television program that the statements of Hassan Rouhani, the President of Iran, and Abbas Araghchi, a member of Iran's nuclear negotiation team, regarding the lifting of sanctions based on the Vienna nuclear agreement are 'like a wish.' The night before Mr. Zakani's comments, Abbas Araghchi referred to the European ministers' resolution and the executive orders of the U.S. President, stating that 'the legal structure of the sanctions has now collapsed and will be entirely lifted on the day of implementation.' In this context, Hassan Rouhani emphasized 'the full implementation' of the JCPOA in a letter to the leader of Iran, while Khamenei set conditions for the implementation of the JCPOA in an official letter to Rouhani. Larijani stated that the nuclear issue is a national matter and not a tribal issue. The beginning of the implementation of the JCPOA was welcomed as 'the first vital step' taken. The European Union approved 'the necessary legal framework' for lifting sanctions. Larijani noted that the JCPOA implementation plan was coordinated with the broader system. The Parliament's public relations stated that Kayhan is fueling divisions regarding the JCPOA.
