Germany and Britain Charge Five Individuals with Espionage for China

German officials announced on Monday, April 22, that they have arrested three Germans on suspicion of espionage for the Chinese Ministry of State Security in the technology sector. Simultaneously, Britain has also charged two men with espionage for China. The arrests in Germany occurred one week after German Chancellor Olaf Scholz's visit to China, where he pressured Beijing over its support for the Russian economy in the war against Ukraine and raised issues regarding intellectual property theft and fair market access. Nancy Faeser, Germany's Interior Minister, stated that the country is monitoring espionage activities for China in trade, industry, and science, which are considered threats. She said, "We are closely monitoring these risks and threats, clearly warning about them and working to strengthen protective measures and increase awareness." She added that the issue of innovative German technologies that could be used for military purposes by China was "particularly sensitive." The German Justice Minister also stated that the suspects were providing information about research projects that could be particularly useful for strengthening Chinese warships at the time of their arrest. The Chinese Foreign Ministry and the Chinese Embassy in Berlin did not immediately respond to Reuters' request for comment. The German prosecution identified the suspects as Harwig F. and Ina F., a married couple running a company in Düsseldorf, and Thomas R., described by prosecutors as an agent of an anonymous employee in the Chinese Ministry of State Security. According to the prosecution's statement, the couple entered into a cooperation agreement with a German university through their company to provide information about machine parts usable for marine engines such as warships to this employee of the Chinese Ministry of State Security. The suspects also purchased a specific type of laser from Germany for money and exported it to China without permission. Officials did not provide any explanation regarding this laser and its application. Meanwhile, British police on Monday charged two men with espionage for China, citing violations of the Trade Secrets Act. Dominic Murphy, head of the Counter Terrorism Command at the London Police, stated, "A very complex investigation has been conducted regarding these very serious allegations." There is growing concern about espionage for China in Britain, especially after it was announced last year that a parliamentary researcher was arrested on suspicion of espionage for China. Britain claims that Chinese spies target British officials in sensitive positions in politics, defense, and trade to access secrets.
