Glimmers of Hope for Ceasefire in Gaza; Hamas Proposes New Terms, Israel Responds Positively

Some media outlets reported on Wednesday, July 4, about a new proposal from Hamas for establishing a ceasefire and exchanging hostages; an Israeli official also stated that this proposal paves the way for an agreement. According to reports, Hamas's new proposal brings the parties closer to an agreement on clauses 8 and 14 of the proposal from Israel, presented by the President of the United States. These two clauses relate to negotiations between Israel and Hamas and the proposal for a ceasefire and a multi-stage exchange of hostages, with the disagreement being that Israel is said to want to keep these two clauses sufficiently vague so that it can resume its war against Hamas in Gaza if desired, while Hamas wants to ensure that Israel cannot restart the war after both parties agree. A senior Israeli official emphasized that despite Hamas's relatively positive response, significant gaps still exist before reaching an agreement. Axios news website also reported, citing another senior Israeli official, that if the Israeli government allows the negotiating team led by Mossad to enter such negotiations, the parties will likely reach an agreement within a few weeks. Meanwhile, the Hamas militant group announced that Ismail Haniyeh, the leader of the group, contacted Qatari and Egyptian mediators on July 4 to reach an agreement to end the war in Gaza. According to Hamas, the new approach of the group and its leaders to the ongoing negotiations and ceasefire proposal has been 'positive', and discussions have also taken place with Turkish officials. The extremist Islamist group Hamas, which is supported by the Islamic Republic, had previously reacted to the peace plan proposed by the President of the United States by demanding the complete withdrawal of Israel from the Gaza Strip and a total cessation of hostilities, a proposal that was not accepted by Israel. The conflict between the Israeli army and Hamas militants began on July 6, 2023, when this group, supported by the Islamic Republic, entered Israeli territory in a 'terrorist' attack, massacring over 1,200 Israeli citizens, including women, children, and the elderly, and taking more than 250 others hostage.
