India Defends Cooperation in Chabahar Development Project Despite US Warnings

Despite US warnings about the potential sanctions on Indian companies involved in the Chabahar port development project, India's Foreign Minister defended participation in the project, deeming it beneficial for all. S. Jaishankar stated that India would strive to clarify the benefits of this strategic initiative in Iran. On Monday, May 13, the Iranian Minister of Housing and Urban Development and the Indian Minister of Shipping signed a 10-year contract for the equipping and development of Chabahar port, located in southeastern Iran on the coast of the Sea of Oman. This contract is of great importance for India's trade development as it can become a significant route for transporting goods from India to Afghanistan and Central Asia by bypassing Pakistani ports. India has been developing this port for years, but US sanctions against countries and companies contracting with Iran have slowed the progress of this project. What is the significance of Chabahar port and what obstacles does its development face? Washington's relations with the Indian government are friendly, but the long-standing hostility between the US and Iran has intensified in recent years due to various reasons, including the expansion of nuclear activities and Iran's support for proxy militant groups in the region. S. Jaishankar had previously stated at a public gathering in Kolkata that 'the issue is to clarify that we need to show everyone that this project is beneficial for all. If you pay attention to the US's past approach to Chabahar, you will see that the US has also been well aware of the importance of this port.' The US government reluctantly accepted the Chabahar development plan when its military was stationed in Afghanistan, as it viewed India as an important partner in supporting the former Afghan government, which was overthrown by the Taliban in 2021. However, the US State Department has warned that Indian companies involved in this project face the risk of sanctions from the US. A State Department spokesperson said at a press conference, 'Any entity or company that deals with Iran should be aware that it is exposing itself to potential risks.' According to the contract signed on Monday between Iran and India, the Indian company 'Global Ports' will invest $370 million over the next 10 years to provide 'strategic equipment and develop transportation infrastructure' for Chabahar port. India first agreed to fund the development of Chabahar port as a center for trade with Central Asia in 2016. In 2019, before the onset of the COVID-19 pandemic, during the visit of the Indian Foreign Minister to Tehran, the two countries agreed to expedite this project. Chabahar port, located on the coast of the Sea of Oman, is about 100 kilometers from the Pakistani border. Pakistan, India's long-standing rival, is also developing the Gwadar port with Chinese assistance, which is located a few hundred kilometers east of Chabahar and near the connection of the Sea of Oman to the Indian Ocean.
