Investigative Report; Significant Share of Two Institutions Headed by Gholamali Haddad Adel from the National Budget

The Open Data Iran database has reported in an investigative study that the funding for two institutions headed by Gholamali Haddad Adel exceeds that of most universities and research institutes in Iran. This report, published on March 10, mentions Gholamali Haddad Adel as a relative of Ali Khamenei, the leader of the Islamic Republic, and one of the most influential politicians in the government, having served as the Speaker of the Islamic Consultative Assembly and a member of the Expediency Discernment Council and the Supreme Council of the Cultural Revolution, playing a major role in preparing electoral lists for conservatives close to the leadership in recent years. Haddad Adel currently heads the "Academy of Persian Language and Literature" and the "Saadi Foundation." According to this report, nearly 530 billion tomans from public budget resources have been allocated to these two institutions since 2012, which, accounting for inflation, amounts to 1,750 billion tomans in 2023. The report specifies that due to the incomplete publication of the 2023 budget and the unclear budget of the Saadi Foundation in that year, the average of the years 2021 and 2023 has been considered as the budget for the Saadi Foundation in 2023 for the graphs presented. The Academy of Persian Language and Literature, according to its charter, is the "highest authority for policymaking and addressing issues related to the Persian language and literature," while the Saadi Foundation is responsible for educational and research activities related to the Persian language abroad. However, instead of being under the Ministry of Education and the Ministry of Foreign Affairs, it is under the Islamic Culture and Relations Organization, which appears to operate under the Ministry of Culture and Islamic Guidance but is actually one of the institutions under the leadership's supervision. Although these two institutions primarily deal with the Persian language and related issues, the education of their heads is in the fields of physics and philosophy.
