Iran: Agency Report on 'PMD Resolution' to be Released in Early December

Iran's representative to the International Atomic Energy Agency (IAEA) emphasized that the agency's report on PMD, or possible military dimensions of Iran's nuclear program, will be published in early December, predicting that the issue will be 'resolved' with the release of this report. Reza Najafi, Iran's representative at the IAEA, stated in an interview with the Islamic Republic of Iran Broadcasting on Tuesday, November 9, that the IAEA should provide a report 'based on facts,' 'not based on false information provided by some Western countries against Iran.' Najafi announced that a 'summary meeting' will be held before the report's release and stressed that the report 'must pave the way for the 1+5 countries' resolution to be presented at the extraordinary Board of Governors meeting on December 15.' According to the Iranian representative at the IAEA, this resolution will 'aim to close past issues' and, considering the orders of the Supreme Leader of the Islamic Republic, 'one of the conditions for implementing Iran's actions, especially regarding the Arak reactor and fuel exchange, is the closure of the PMD file.' Ayatollah Ali Khamenei, the Supreme Leader of the Islamic Republic, stated in a letter to the President of Iran regarding the implementation of the nuclear agreement with world powers that action on redesigning the Arak heavy water reactor is 'only executable' 'if a definitive and reliable contract regarding the alternative plan and sufficient guarantees for its implementation is concluded.' Khamenei also mentioned that 'the transaction of existing enriched uranium in exchange for yellowcake with a foreign government will begin only if a reliable contract in this regard is concluded along with sufficient guarantees. The transaction and exchange must be gradual and occur multiple times.' The Supreme Leader also stated that the realization of both of these matters is 'only permissible' when the IAEA announces the 'end' of the current and past issues. The IAEA and some world powers suspect that Iran previously conducted research and tests related to the development of nuclear weapons at some of its sites, such as the Parchin military site. The Islamic Republic has always denied such actions.
