IRGC Under the Shadow of 'Terrorist' Sanctions

On Friday, U.S. President Donald Trump did not officially designate the Islamic Revolutionary Guard Corps (IRGC) as a 'terrorist group,' but criticized its behavior in the region and its support for what he termed 'terrorist actions.' He stated that the new U.S. strategy would begin with tougher sanctions against the IRGC, allowing the Treasury Department to impose sanctions on the entirety of this organization. What is the relationship between the IRGC and 'terrorism'?
