Kerry and Zarif's Trip to Vienna on the Eve of 'Implementation Day' of the JCPOA

Reports indicate that on the eve of the International Atomic Energy Agency's report on Iran's nuclear commitments, John Kerry, Mohammad Javad Zarif, and Federica Mogherini, the EU's foreign policy chief, will meet in Vienna on Saturday, January 26. According to these reports, following the publication of the IAEA's report on Iran's nuclear program, John Kerry, Mohammad Javad Zarif, and Federica Mogherini will announce the implementation of the nuclear agreement or the Joint Comprehensive Plan of Action (JCPOA). IRNA has reported that the Iranian delegation, consisting of Mohammad Javad Zarif, Iran's Foreign Minister, Abbas Araghchi, Deputy Foreign Minister, as well as Ali Akbar Salehi and Behrouz Kamalvandi, head of the Atomic Energy Organization and his deputy, left Tehran for Vienna early Saturday. Meanwhile, on Friday, the U.S. State Department also announced John Kerry's trip to meet with Mohammad Javad Zarif and Federica Mogherini, while the White House released a decree delegating the President's authority to John Kerry regarding the lifting of nuclear sanctions. International media had previously reported, citing diplomatic sources in Geneva, that the IAEA would publish its report on Iran's nuclear program on Saturday. Mark Toner, the U.S. State Department spokesman, stated in his announcement: "All parties continue to take effective steps towards Implementation Day of the JCPOA to ensure the peaceful nature of Iran's nuclear program." At the same time, the White House spokesperson's office published the text of a decree in which President Barack Obama delegated the necessary powers regarding the lifting of sanctions on Iran to his Secretary of State. In late October, in a significant executive step towards fulfilling U.S. commitments under the nuclear agreement, he ordered his government to lift sanctions against Iran on Implementation Day of the nuclear agreement. Diplomatic sources have told AFP that the IAEA is likely to announce in its report that Iran has complied with its commitments under the nuclear agreement or the JCPOA and has limited its nuclear program. A diplomat told the agency that after the IAEA's report is published, John Kerry, Mohammad Javad Zarif, and Federica Mogherini will announce the "implementation of the JCPOA" in a statement. Meanwhile, Stéphane Dujarric, the UN spokesperson, mentioned the possibility of a meeting in Vienna on Friday evening, stating that "if everything goes well, the UN Secretary-General will issue a statement." In line with fulfilling part of its commitments under the JCPOA, Iran has recently filled the core of the Arak heavy water reactor with concrete. The country had previously transferred a significant portion of its enriched uranium reserves abroad. On Implementation Day, UN Security Council sanctions against Iran are set to be lifted. Meanwhile, diplomatic sources have indicated that the European Union is prepared to lift economic and financial sanctions related to Iran's nuclear program as soon as the IAEA confirms Tehran's compliance with the nuclear agreement, and in this regard, European countries have prepared detailed guidelines currently in the possession of the Netherlands, the current presidency of the EU.
