Lavrov: Failure of the JCPOA Will Hinder Efforts to Control North Korea

Sergey Lavrov, the Russian Foreign Minister, warned on Friday, December 15, that any failure or violation of the nuclear agreement with Iran would undermine efforts to manage and control the situation in North Korea. According to Reuters, citing RIA Novosti and Interfax, Lavrov stated in the Russian parliament that a violation of the nuclear agreement known as the JCPOA would send a "wrong signal" to Pyongyang. Tensions on the Korean Peninsula have escalated in recent months, and the dispute between U.S. President Donald Trump and the North Korean regime has had a counterproductive effect instead of calming these tensions. Contrary to Security Council resolutions, Pyongyang has continued to test its ballistic missiles and has increased their range, while also conducting new nuclear tests against the wishes of the United Nations. North Korea claims that the purpose of the military exercises and actions by the U.S. and its allies in the region is regime change in the country. In response, Washington and its Asian allies argue that they are seeking to enhance their defensive capabilities against Pyongyang's actions. Meanwhile, some experts and politicians hope that the international community can engage with North Korea in the same way it did with the Islamic Republic: through an agreement like the JCPOA. However, the U.S. government is not particularly supportive of the JCPOA and believes that the agreement has empowered the Islamic Republic to expand its missile activities. Trump has also expressed concern about the "sunset clause" in the Iranian nuclear agreement. The "sunset clause" pertains to the lifting of restrictions after a certain period of the nuclear agreement with Iran, raising concerns that "Iran could achieve the capability to build nuclear weapons even before the agreement expires." Following Trump's refusal to recertify Iran's compliance with the JCPOA on October 13, Congress was given 60 days to decide whether to remain committed to the agreement or reimpose sanctions on Iran. On Wednesday, December 13, this deadline expired, and it was reported that Congress would "let this deadline pass" and that the agreement would remain unchanged, at least temporarily. However, by passing the deadline, Congress effectively hands over the decision-making on this matter to the White House and the President of the United States. According to Reuters, Trump now has until mid-January of the following year, about a month, to decide whether he still wishes to lift the energy sanctions on Iran or wants to reinstate them. Thus, the warning from the Russian Foreign Minister has two aspects: it is both a warning about the violation of the JCPOA and a reminder about the future situation in North Korea. Lavrov also warned on Friday that escalating any military scenario with North Korea "would lead to catastrophe." The North Korean Foreign Ministry warned on December 7 in a statement, while attacking the remarks of U.S. officials condemning its missile and nuclear program, that although it does not seek war, it will not shy away from it if it occurs.
