New Proposal in Parliament: All Sanctions to Be Completely Lifted on the Day of Agreement

On Wednesday, June 17, the Islamic Consultative Assembly approved the urgency of its "new nuclear proposal," which states that "all sanctions must be completely and uniformly lifted as part of the agreement on the day of the agreement." Iran and the countries of the United States, France, Britain, Germany, Russia, and China (the 1+5 group) have set July 1 as their deadline for reaching a comprehensive and final nuclear agreement. According to Reuters, the European Union Commission has announced that a new round of nuclear negotiations will begin on Wednesday in Vienna, Austria. This round of negotiations will commence with a meeting on Wednesday between Helga Schmid, Deputy High Representative for Foreign Affairs of the EU, and Abbas Araghchi and Majid Takht-Ravanchi, Iran's deputy foreign ministers, in Vienna. The main topics of the negotiations between Iran and the 1+5 group are the continuation of the Islamic Republic's nuclear program and the lifting of sanctions against Iran. Meanwhile, the Mehr news agency published the text of the new parliamentary proposal known as "The Proposal to Obligate the Government to Preserve the Achievements and Rights of the Iranian Nation in Nuclear Affairs" on Wednesday, June 17. According to this report, the request for priority consideration of this proposal was approved with 185 votes in favor, 2 votes against, and 4 abstentions from a total of 200 representatives present. Access to Iran's military sites is "prohibited." According to Mehr, the second clause of this proposal states that "within the framework of the resolutions of the Supreme National Security Council, the International Atomic Energy Agency is permitted to conduct regular monitoring of nuclear sites." However, this clause adds that "access to all military, security, and sensitive non-nuclear sites, documents, and scientists is prohibited." Ayatollah Khamenei, the leader of the Islamic Republic, also stated on May 19 that "we will not allow any inspections of military sites by foreigners." Meanwhile, Yuval Steinitz, one of Netanyahu's ministers tasked with monitoring the "Iranian nuclear file," said on Saturday, May 30, that Iran's refusal to allow inspections of its "suspicious military sites" renders the monitoring clause in the Additional Protocol "worthless." According to him, if the IAEA inspectors cannot inspect "suspicious sites" in Iran, then an agreement with Iran is not a real agreement but rather a "deception and trickery." Furthermore, the new parliamentary proposal states in its third clause that "there are no restrictions on acquiring peaceful nuclear knowledge and technology and research and development, and the resolutions of the Supreme National Security Council must be observed." This proposal includes two notes stating that "the results of the negotiations must be presented to the parliament for compliance with the constitution and legal resolutions" and "the Minister of Foreign Affairs is obliged to report the progress of the agreement's implementation to the Islamic Consultative Assembly every six months." In the single article of this proposal, which is yet to be finalized, it is also stated that any results of nuclear negotiations with the 1+5 countries are valid only if the requirements outlined in this proposal are clearly observed.
