North Korean Leader Calls for Continued 'Reconciliation' Efforts with South Korea

Kim Jong-un, the leader of North Korea, has called for continued efforts to create a 'reconciliation space' between the two Koreas. His high-level delegation that was sent to Seoul has returned to Pyongyang after meeting with the President of South Korea. Kim Jong-un met with the delegation, which included his sister, Kim Yo-jong, after their return. During the meeting with Moon Jae-in, the President of South Korea, Kim Yo-jong officially invited him to visit the North. According to the official North Korean news agency, the leader stated, 'It is important to continue achieving good results by warming the atmosphere of reconciliation and dialogue, which stems from the strong desire of the North and South (North Korea and South Korea).' In his New Year message, the North Korean leader had suggested the possibility of negotiations with the southern neighbor, and subsequently, a team of athletes from North Korea, along with a political delegation, was sent to the Pyeongchang Olympics in South Korea. Despite these events, some analysts suggest that North Korea's main intention behind sending a political delegation to South Korea and its recent actions may be 'misleading' maneuvers aimed at weakening international sanctions or influencing the political and military alliance between Washington and Seoul. The United States claims that the relationship between Washington and Seoul is stable and strong. In the United States, various reactions have been expressed regarding the recent diplomatic efforts. James Mattis, the U.S. Secretary of Defense, stated on February 12 that 'it is a very strange time for [the North Korean leader] to try to show that he intends to improve relations with a country (South Korea) that he always attacks and calls a puppet of the United States.' Mr. Mattis noted that it is not yet time to make a proper judgment about North Korea's motivations. On the other hand, Mike Pence, the Vice President under Donald Trump, said in an interview with the Washington Post on the same day that if Pyongyang is ready, the United States is also prepared to engage in unconditional negotiations with North Korea. He added that if no action is taken by North Korea to end its nuclear program, the intensity of sanctions against the country will be further increased. It is said that if the two Koreas engage in formal negotiations, these discussions will likely initially focus on military issues. An official from the South Korean presidency told the country's state news agency, 'There is a very high probability that the two sides will first conduct negotiations at the working group level on military issues and then elevate the level of these negotiations.' Tensions on the Korean Peninsula have increased in recent months and have occasionally led to verbal threats of nuclear attacks on the United States or the destruction of the North Korean regime in response to provocative actions. Contrary to various United Nations Security Council resolutions, Pyongyang has significantly expanded its nuclear and missile capabilities.
