Open Data of Iran: 17 Trillion Tomans Allocated for 'Deprivation Relief' to Institutions Under Khamenei's Supervision

On June 11, the Open Data of Iran platform published a report regarding the budget for 'deprivation relief' in the Islamic Republic. According to this report, in the year 1403 (2024), at least 17 trillion tomans have been allocated under the name of 'deprivation relief' and 'economic activities in deprived areas' to military-economic institutions under the supervision of the Supreme Leader of the Islamic Republic. This budget includes the establishment of 'deprivation relief headquarters' in the IRGC and the army, a 2.5 trillion toman aid to jihadist groups for 'activities in deprived areas', and the free transfer of 2 trillion tomans worth of state confiscated assets to 'Basij Construction'. For economic enterprises under the Supreme Leader, such as the Executive Headquarters of Imam's Command, Alavi Foundation, and Martyrs Foundation, a budget has been allocated under the title 'support for employment with a priority for deprived areas'. Thus, the total budget allocated for 'deprivation relief' and 'deprived areas' for institutions directly under the leadership amounts to about 17 trillion tomans, which is a high figure compared to the funds available for supporting vulnerable groups in other governmental organizations such as the Imam Khomeini Relief Foundation, Welfare Organization, and provincial governors. This is while institutions under the leadership, in addition to public budgets, also have access to other opaque financial resources, the details of which are not known.
