Pentagon Report: Chinese Military Faces 'New Wave' of Corruption Among Leaders

A recent report from the U.S. Department of Defense, the Pentagon, indicates that the Chinese military faced a 'new wave' of corruption among its senior leaders last year, which may disrupt the country's progress toward its military modernization goals. This comes as China has also increased its hostilities against Taiwan and the Philippines. The annual report on China's military power, released by the U.S. Department of Defense on Wednesday, shows that at least 15 senior military officers and defense industry managers were dismissed from their positions between July and December 2023. Several leaders who were investigated and dismissed for corruption were responsible for projects related to the modernization of both nuclear and conventional ground-based missiles in China. Corruption in the Chinese military is not a new issue, but it penetrated senior military ranks when Li Shangfu, China's Minister of National Defense, was dismissed from his position in late October of last year. China's military objectives include completing modernization by 2035 and becoming a military force ranked among the 'best in the world' by the end of 2049. The country has also set a short-term goal for 2027 to ensure its modernization programs continue on schedule. In 2027, the 'People's Liberation Army' will celebrate its 100th anniversary. However, the Pentagon report describes China's progress toward the 2027 goals as 'unbalanced,' without explicitly stating whether the Chinese military is falling behind its plans. Despite a slowdown in China's economic growth, it is estimated that Beijing's defense spending is between 40% to 90% higher than its officially announced defense budget, which amounts to between $330 billion to $450 billion for total defense spending in 2024. According to the report, China had over 600 operational nuclear warheads by mid-2024, and this number is expected to increase to over 1,000 by 2030. This growth aligns with last year's Pentagon estimates. The United States has approximately 1,550 active nuclear warheads under international agreements, but its nuclear arsenal and infrastructure are aging. The Pentagon plans to spend hundreds of billions of dollars over the next decade to update and replace them. Additionally, the Pentagon report indicates that China is developing new intercontinental ballistic missiles capable of carrying nuclear warheads, significantly enhancing its nuclear missile capabilities, and may also be exploring the development of conventional missile systems with intercontinental range.
