Putin After Meeting of Russian and American Diplomats: Some Hope for Solving Problems is Seen

Vladimir Putin, the President of Russia, says that initial negotiations between Russia and the United States have created 'some hope' for resolving 'issues' such as the Ukraine conflict. On Thursday, March 9, at a meeting of his country's security organization, he stated: 'The first contacts with the new American government are somewhat encouraging. There is mutual willingness to work on rebuilding relations.' These remarks from the Russian President came just hours after Russian and American diplomats discussed normalizing their embassy activities in Istanbul. This closed-door meeting took place at the residence of the American consulate in the city. The U.S. State Department announced that discussions regarding the war in Ukraine were not raised during these negotiations. U.S. President Donald Trump is taking steps to resume communications with Russia after a period of strained diplomatic relations. Following the annexation of Crimea by Russia in 2014, diplomatic relations between the two countries faced serious challenges. In subsequent years, mutual expulsion of diplomats, closure of consulates, and confiscation of embassy properties disrupted the diplomatic missions of both countries. In late 2016, under President Barack Obama, the United States expelled 35 Russian diplomats due to Moscow's attempts to influence the U.S. elections. In response, Putin forced the U.S. in 2017 to reduce the number of its diplomatic staff in Russia by 755. In 2018, in reaction to the poisoning of former Russian spy Sergei Skripal in the UK, the U.S. decided to close the Russian consulate in Seattle and expelled 60 Russian diplomats. Moscow also ordered 60 of its diplomats to leave the country in a reciprocal move. In 2022 and 2023, following Russia's large-scale invasion of Ukraine, the U.S. expelled more diplomats from Russia, escalating diplomatic tensions between the two countries. These events occur as European countries express concern over the speed of discussions between the U.S. and Russia, fearing what they call a potential 'hasty agreement' with Russia regarding the Ukraine war. This has led to increased discussions about reducing Europe's military dependence on the United States. In this context, Keir Starmer, the British Prime Minister, announced in Parliament the largest increase in the country's defense budget since the end of the Cold War. Starmer stated that Britain's defense spending would increase more rapidly to 2.5% of GDP by 2027 and would aim for 3% in the next Parliament (2029). After his speech, he told reporters: 'I think we all knew deep down that this decision has been on the way since three years ago, since the beginning of the conflict in Ukraine. But recent weeks have accelerated my decision-making process.' This decision comes at a time when transatlantic relations have reached one of their lowest points since the Cold War. Meanwhile, Trump has questioned NATO's value, criticized Ukraine's leadership, and is considering an agreement with Russia regarding European security.
