Rouhani: Iran Will Continue to Build Missiles

The President of the Islamic Republic of Iran stated that we have built, are building, and will continue to build missiles, as this does not contradict any international laws. Hassan Rouhani, who attended the Iranian Parliament on Sunday, November 7, to introduce new ministers of Science and Energy, said: "We will build and stockpile any weapon we need, and whenever necessary, we will use it for our defense without hesitation." He specifically referred to Iran's continued missile production, which has drawn criticism from the United States and some of its European allies following recent tests. According to the ISNA news agency, the Iranian president emphasized: "We have built, are building, and will continue to build missiles, as this does not conflict with any international laws or Resolution 2231." Resolution 2231, adopted by the UN Security Council after the signing of the July 2015 agreement in Vienna between Iran and six world powers to resolve the Islamic Republic's nuclear program, prohibits Tehran from conducting any missile tests capable of carrying nuclear warheads. Iran claims that "the tested missiles are not designed to carry nuclear warheads" and therefore its missile tests do not contradict the nuclear agreement. However, American officials and some other countries reject this claim. Nikki Haley, the U.S. ambassador to the United Nations, previously described Iran's missile tests as "unacceptable," rejecting Iranian officials' statements regarding the defensive nature of the country's missile program. Rouhani's remarks come just days after the U.S. House of Representatives passed a resolution imposing sanctions on Iran's ballistic missile program without violating the Vienna agreement. These sanctions require the Trump administration to identify and sanction companies and institutions that cooperate with the Islamic Republic's missile program, whether inside or outside Iran. In another part of his speech, the Iranian president criticized what he called "America's repeated violations" and claimed that the U.S. has stated that it "does not adhere to its commitments under the JCPOA" and that "its argument is that the previous administration was deceived." This claim comes as Donald Trump, the U.S. president, stated in announcing Washington's new strategy regarding Iran on October 22 that he could not certify Iran's compliance with the nuclear agreement with world powers. Rouhani stated that "America is sending messages to some East Asian countries to negotiate," adding: "Are they crazy to negotiate with America under these conditions? America is indifferent to the signed agreement, which has been endorsed by the UN Security Council. With this approach, America must set aside the future of negotiations and its commitments." His reference is to the nuclear and missile crisis in North Korea and its confrontations with the United States.
