Seizure of Another Venezuelan Government Plane Under U.S. Secretary of State's Supervision

On Thursday, February 7, U.S. Secretary of State Marco Rubio oversaw the seizure of a second plane belonging to the leftist Venezuelan government in less than a year. This action demonstrated Rubio's hardline stance against the regime in Venezuela, despite recent diplomatic efforts with Caracas. In a statement released Thursday night, Rubio wrote: "The seizure of this Venezuelan plane, which was used to evade U.S. sanctions and launder money, is a decisive example of our determination to hold the illegal Maduro regime accountable for its unlawful actions." Rubio further emphasized in the statement, published on social media platform X, that "together with the Dominican Republic and our regional partners, we will continue to combat any attempts to circumvent U.S. sanctions." According to Agence France-Presse, Rubio, a staunch opponent of authoritarian leftist governments in Latin America such as that of Nicolás Maduro, the President of Venezuela, was overseeing the seizure of the Venezuelan government plane at the end of his first trip as Secretary of State, which included visits to five Latin American countries. The Secretary of State of Donald Trump's administration visited a military base in Santo Domingo, the capital of the Dominican Republic, where, in front of cameras, the Dominican prosecutor and a U.S. law enforcement representative placed a "seized" label on a Dassault Falcon 200 jet bearing the Venezuelan flag. Dominican officials seized the plane last year after U.S. authorities announced that it violated unilateral U.S. sanctions against Venezuela. According to the U.S. State Department, Venezuelan officials used this plane for trips to Greece, Turkey, Russia, Nicaragua, and Cuba, and had brought it to the Dominican Republic for maintenance. The U.S. Treasury Department stated that Maduro's oil minister also used this plane in 2019 to attend an OPEC meeting in the United Arab Emirates. In September, during Joe Biden's presidency, the U.S. seized the first Venezuelan government plane in the Dominican Republic, which was used for Maduro's international travels. Donald Trump had long promised to increase pressure on Maduro. Trump made an unsuccessful attempt to oust Maduro during his first term when the legitimacy of Maduro's re-election was questioned by many in the international community. However, last week, Trump's special envoy, Richard Grenell, traveled to Caracas and met with Maduro, resulting in the release of six American prisoners. The Venezuelan government stated that these negotiations were conducted with "mutual respect," but Rubio and other U.S. officials insisted that this meeting did not signify a retreat from Washington's position of not recognizing Maduro as the President of Venezuela. Rubio stated that Venezuela remains a security concern for the U.S., referencing the widespread migration from the country due to economic collapse. He told reporters in Guatemala on Wednesday: "The issue of Venezuela is not just about the lack of democracy; it is a national security issue." Rubio added: "We are dealing with a government, a regime, that has harmed more than seven million Venezuelans and all neighboring countries that have had to confront the reality of this widespread migration." His reference was to the number of Venezuelans who have migrated from the country. Richard Grenell has asked Maduro to agree to the return of Venezuelan migrants who are being expelled from the U.S. Trump, shortly after the start of his second term, lifted a special legal protection that prevented the deportation of about 600,000 Venezuelans residing in the U.S. Biden had refrained from deporting them due to the security and economic crises in Venezuela.
