Subhani-Nia: The Parliament Will Review an Urgent Bill Regarding the JCPOA

Hosseini Subhani-Nia, a member of the National Security and Foreign Policy Commission of the Islamic Consultative Assembly, stated that an "urgent bill" will be presented to the Parliament that will both give the government "permission" to implement the provisions of the JCPOA and include "considerations taking into account the overall interests of the system." In an interview with the House of the Nation news agency published on Tuesday, October 6, he mentioned that these "considerations" include "observing red lines and not interpreting the JCPOA to the detriment of the Islamic Republic." According to this member of the National Security and Foreign Policy Commission, considerations must be taken into account in the areas of "defense, political, and legal, as well as the implementation of the Additional Protocol, sanctions, and possibly its reversibility, so that if the other side takes any step contrary to the JCPOA for any reason, the Islamic Republic of Iran can continue its past activities." Mr. Subhani-Nia's remarks come as Ali Larijani, the Speaker of the Islamic Consultative Assembly, in separate statements on Tuesday, announced the end of the review of the nuclear agreement or JCPOA in the special commission of the Parliament but did not mention its review in the form of a bill in the open session of the Parliament. According to the laws of the Islamic Republic, if a bill is approved by the Islamic Consultative Assembly and finally approved by the Guardian Council or the Expediency Discernment Council, its provisions become official law of the country. Mr. Larijani stated that the nuclear agreement "has good potential," adding that he has received the results of the JCPOA review from the special commission and hopes that the "final result will be reflected in tomorrow's [Wednesday] open session." The Speaker said that the nuclear negotiations "certainly covered a large part of our demands, especially in the economic field." On the same day, Abbasali Mansouri Arani, a member of the special commission reviewing the JCPOA in the Parliament, told the House of the Nation news agency that given that Ali Larijani is a member of the Supreme National Security Council and a member of the five-member committee appointed by the Supreme Leader on the nuclear issue, "he can broaden our perspective in the JCPOA report." However, Mohammad Reza Bahonar, the Deputy Speaker of the Parliament, mentioned the possibility of presenting the JCPOA to the Parliament in the form of a "multi-article bill" and "turning it into law." According to the Iranian Students' News Agency (ISNA), Mr. Bahonar added that this issue "allows the government to move forward" and stated that "there may be conditions that can be reviewed in the Parliament." These remarks come as Ali Shamkhani, the Secretary of the Supreme National Security Council of Iran, said on Sunday, October 5, that the Islamic Republic has "certainly entered the stage of implementing the JCPOA." If the JCPOA or comprehensive nuclear agreement between Iran and the international community is implemented, the Islamic Republic will significantly reduce the dimensions of its nuclear program, and in return, international sanctions against Iran will gradually cease. This agreement was reached after more than a decade of negotiations between representatives of the Islamic Republic and global powers in July of this year.
