The Killing of Fouad Shukr: The Heaviest Blow to Hezbollah Lebanon in 16 Years

Fouad Shukr, a senior commander of Hezbollah Lebanon, was killed by Israel on Tuesday, August 1. He was a founding member of the group, playing a significant role in its evolution from a militia during Lebanon's civil wars to a major military force in the Middle East. His death marks the heaviest blow to the leadership of this Iran-backed group since the killing of Imad Mughniyeh in 2008, highlighting the escalating intensity of the conflict that has erupted in the region following the onset of the Gaza war. According to Reuters, while the killing of Ismail Haniyeh, the political leader of Hamas, in Tehran was a significant political defeat for this Palestinian Islamist group and its Iran-backed allies, the killing of Fouad Shukr deprived these Iranian proxy groups of a senior military leader. Shukr, also known as 'Haj Mohsen,' belonged to a group of Lebanese Shiites who mobilized in 1982, inspired by the Islamic Revolution of 1979 in Iran, to confront Israeli forces that had invaded Lebanon. At that time, Hezbollah was established with the support of the Islamic Republic. According to Reuters, Shukr was close to Mughniyeh, a figure Hezbollah refers to as a legendary commander, while the United States considers him a terrorist due to his actions, including the planning of multiple attacks such as the bombing of the U.S. Marine barracks in Beirut in 1983. The U.S. also claims that Shukr played a key role in this bombing, which resulted in the deaths of 241 U.S. military personnel, and therefore, according to the 'Rewards for Justice' website, the U.S. government set a $5 million bounty on his head. Israel claims that Shukr was responsible for the deaths of many Israeli and foreign nationals over the years. In 1982, Shukr, along with Mughniyeh and others, helped plan a suicide bombing attack on an Israeli soldiers' barracks in the city of Tyre in southern Lebanon. Israel states that Shukr was killed in retaliation for a missile attack on August 1, which resulted in the deaths of 12 children and teenagers in the Druze village in the Golan Heights. Hezbollah denied its role in the rocket launch that led to the deaths of these children and teenagers. As a senior commander of Hezbollah from 1985 to the mid-1990s, Shukr oversaw the evolution of Hezbollah's attacks on Israeli positions, from suicide bombings to direct assaults and the addition of weapons such as anti-tank missiles. Sources informed Reuters that after Mughniyeh's death, Shukr took on many of his responsibilities, including providing military advice to Hassan Nasrallah, the leader of Hezbollah Lebanon. According to the Israeli army, he was responsible for equipping Hezbollah with precision-guided missiles, cruise missiles, anti-ship missiles, long-range rockets, and drones. The U.S. 'Rewards for Justice' program also stated that his role in Hezbollah's military operations in Syria to support Bashar al-Assad was crucial. Hezbollah denied all accusations against Shukr and another Hezbollah commander, Talal Hamieh, at that time. For instance, Hassan Nasrallah claimed in a 2022 interview with an Arab television that attacks against Western interests in the 1980s, including the bombing of the U.S. Marine barracks, were carried out by small groups unrelated to Hezbollah. The U.S. stated that the Security Council should address the actions of Iran's 'proxies and terrorist partners.' Israel stated that 'the person responsible for the murder of the children of Majdal Shams' was killed; Gallant stated that the 'removal' of the senior Hezbollah commander showed that Israel would take revenge for its people. The bodies of the victims of the missile attack on Majdal Shams were buried; Gallant stated that Hezbollah, despite its 'ridiculous denials,' would pay a heavy price. Associated Press reported that U.S. intelligence officials confirmed Hezbollah's role in the attack on 'Majdal Shams'; Israel attacked Hezbollah targets across Lebanon overnight. Leaders of Australia, New Zealand, and Canada called for a ceasefire in Gaza. The reciprocal attacks between Hezbollah and Israel continue; residents of northern areas are calling for serious action from the Israeli government against Hezbollah.
