The U.S. Accuses Several Russian Intelligence Officials of Cyber Attacks on Ukraine

The United States has charged six individuals in Russia, including five intelligence officers, with attempting to conduct cyber intrusions into Ukraine's computer systems and committing online fraud. According to a new indictment issued by a Maryland court and released on Thursday, September 6, five of the six accused are officers of the Russian military intelligence agency (GRU). The indictment also accuses these individuals of planning and executing cyber attacks against Ukraine's systems and data since the onset of Russia's military invasion, even without connections to Ukraine's military and defense sectors. This military unit in the Russian army is also accused of targeting computer systems in various countries around the world, including 25 NATO member states that supported Ukraine. The U.S. Department of Justice has offered a reward for information leading to the arrest of these individuals. Matthew Olsen, Assistant Attorney General for National Security, stated that the actions of these Russian hackers targeted critical civilian infrastructure in Ukraine, emphasizing that the U.S. Department of Justice will use all available tools to counter these malicious cyber activities and hold the perpetrators accountable. The previous indictment in this case, released about two months ago, only included the name of one accused, 'Amin Steigal,' who was charged with conspiracy to conduct cyber attacks on computer systems in Ukraine and other countries, including a computer network in Maryland. However, the new indictment has revealed the names of five officers from the Russian military intelligence agency: Yuri Denisov, Vladislav Borovkov, Denis Denisenko, Dmitry Goloshubov, and Nikolai Kurchagin. According to Reuters, the Russian embassy in Washington did not respond to the news agency's request for comment. In recent months, the United States has accused Russia of interfering in the upcoming presidential elections in the country, and several legal actions have been announced by Washington against these efforts prior to the issuance of the Maryland court indictment. Last December, Reuters reported in an exclusive interview with the head of Ukraine's cyber espionage division that Russian hackers had infiltrated Ukraine's telecommunications system since April 2023. An American security official also reported in March that Russian hackers had attacked cafes in Ukraine, stating that these hackers were engaged in information gathering.
