The U.S. Sanctions Three Iranian Officials for the Kidnapping and Death of Robert Levinson

The U.S. Treasury and State Departments announced sanctions against three Iranian security officials for their involvement in the kidnapping and death of Robert Levinson, a former FBI special agent. According to statements from these two U.S. government agencies released on Tuesday, March 25, 2024, Reza Amiri-Moghadam, Gholamhossein Mohammadiya, and Taghi Daneshvar, all former or current members of the Islamic Republic's Ministry of Intelligence, are the latest Iranian officials linked to the disappearance of the former U.S. federal agent. Washington believes that Robert Levinson was kidnapped on Iran's Kish Island and subsequently died in custody. U.S. Treasury Secretary Scott Bennett stated in his announcement that Iran's treatment of Mr. Levinson represents another dark stain on the country's record of human rights violations. The statement further adds that the Treasury Department will continue to work with U.S. government partners to identify those responsible for this act and expose their abhorrent behavior. The sanctions against these three security officials mean that all their potential assets within U.S. jurisdiction will be frozen, and American citizens will be prohibited from engaging in transactions with them. Citizens of other countries also face the risk of U.S. repercussions if they engage with these individuals. Eighteen years ago, Robert Levinson, who was working as a private investigator, disappeared after traveling to Kish Island for meetings aimed at gathering information regarding a potential corruption case that also implicated former Iranian President Akbar Hashemi Rafsanjani. The U.S. Treasury states that the three Iranian security officials added to the sanctions list were all involved in the kidnapping, detention, and possible death of Robert Levinson, as well as in efforts to cover up Iran's role in the matter. The new sanctions were announced under an executive order signed by former U.S. President Joe Biden. According to this executive order, terrorist organizations, criminal groups, and other 'malicious actors' who engage in hostage-taking for political or financial purposes must be held accountable. FBI Director Kash Patel, in response to the announcement of these sanctions, stated, 'Today's action by our partners at the Treasury Department reflects our collaboration to identify more Iranian operatives involved in the kidnapping of Robert Levinson.' The head of the Federal Bureau of Investigation emphasized the agency's commitment to finding and providing appropriate answers to Robert Levinson's family about his fate, stating that 'investigations will continue with all options considered to hold Iran accountable.' The United States had previously sanctioned two other Iranian officials, Mohammad Basiri and Ahmad Khazaei, over four years ago for their involvement in Robert Levinson's disappearance. According to information released by the U.S. Treasury, Gholamreza Mohammadiya was a senior deputy in the Islamic Republic's Ministry of Intelligence who was appointed as Iran's ambassador to Albania nine years ago but was expelled two years later for 'endangering the national security of that country.' Mohammadiya also led a program aimed at blaming a terrorist group active in Pakistan's Balochistan province for the kidnapping of Robert Levinson and exonerating Iran. The U.S. Treasury stated that Reza Amiri-Moghadam, also known as Ahmad Amiri-Nia, was responsible for the operations unit of Iran's Ministry of Intelligence and at one point received reports from this agency's operatives in Europe. He is currently the Islamic Republic's ambassador to Pakistan. According to information released by the U.S. Treasury, Taghi Daneshvar was also a senior official in the Ministry of Intelligence who supervised the work of 'Sanai,' also known as Mohammad Basiri, during the period when Robert Levinson was kidnapped from Kish Island. Basiri, who is also a senior intelligence officer in the counter-espionage section, was sanctioned by the United States in December 2020 for his role in the kidnapping, detention, and possible death of Robert Levinson.
