The United States Imposes New Sanctions on Russia and North Korea

On Monday, December 26, the United States announced the imposition of a new round of sanctions against Russia and North Korea. According to the U.S. Treasury Department, the new sanctions target not only North Korea's financial activities and military support for Russia, including a list of banks and officials from that country, but also Russian tanker companies. In another development, the U.S., the European Union, and nine other countries issued a joint statement condemning the intensification of military cooperation between North Korea and Russia and called for an 'immediate halt' to all North Korean assistance to Russia in its aggression against Ukraine. The statement from the foreign ministers of these countries and the EU representative mentioned the deployment of North Korean troops in Russia for combat in the war against Ukraine as an example of cooperation between the two countries. According to officials from Ukraine and South Korea, more than 10,000 North Korean soldiers have been stationed in Russia. This statement was issued on Monday, December 26, by the foreign ministers of the U.S. and nine countries, including Australia, Canada, Japan, France, Germany, Italy, South Korea, New Zealand, the UK, and the EU High Representative. The statement calls on members of the international community to join this call and states: 'In response to the threat posed by the North Korea-Russia partnership, we will continue coordinated actions in this regard, including the imposition of economic sanctions.' The signatories of this statement referred to North Korea's direct support for the aggressive war against Ukraine as a 'dangerous escalation of conflict' and described it as having 'serious consequences for the security of Europe and the Indo-Pacific region.' The statement mentioned 'the export of ballistic missiles, artillery, and other military equipment to Russia for use against Ukraine' and 'military training' of North Korean soldiers by Russia as a 'flagrant violation' of UN Security Council resolutions. The signatories expressed deep concern that any potential political, military, or economic support from Russia for North Korea's illegal weapons programs, including weapons of mass destruction and their delivery methods, would exacerbate existing tensions on the Korean Peninsula. The EU High Representative, along with the ten signatory countries, reiterated their firm commitment to supporting Ukraine in defending its freedom, sovereignty, and territorial integrity. The signatories called on North Korea to immediately cease all assistance to Russia in its aggression against Ukraine and to withdraw its military forces. They also urged Russia to immediately end its aggression against Ukraine and halt military cooperation with North Korea.
