U.S. Secretary of State Discusses with Paul Whelan, American Citizen Imprisoned in Russia

On Tuesday, U.S. Secretary of State Antony Blinken announced during a meeting titled "Diplomacy, Hostage-Taking, and International Security Threats" that he had spoken with Paul Whelan, a former U.S. Marine who is currently detained in Russia. According to Reuters, Blinken stated that U.S. efforts to secure the return of Paul Whelan and Evan Gershkovich, a Wall Street Journal reporter also detained in Russia, continue daily; however, he did not provide details about his conversation with Whelan. Paul Whelan was arrested in 2018 in Russia on charges of what has been termed "espionage" and was sentenced to 16 years in prison by a Russian court in 2020. Whelan and the U.S. government have denied the espionage charges against him. Washington describes Whelan as someone who has been "wrongfully detained." Previously, John Kirby, the National Security Council's Strategic Communications Coordinator at the White House, described reports regarding a "physical threat" to Paul Whelan as "very concerning." Kirby emphasized in discussions with reporters that "we will continue our efforts through our embassy in Moscow to ensure he has access to consular services and that we can address these concerns with our Russian counterparts." Observers believe that following the escalation of tensions between the United States and the Russian Federation after the military invasion of Ukraine on February 24, 2022, Moscow is using imprisoned American citizens as leverage in negotiations. A Russian court has extended the detention of Evan Gershkovich, an American journalist. An American citizen has been detained in Russia on charges of drug possession and attempted sale. The White House deemed the physical threat to Paul Whelan, an American prisoner in Russia, as "very concerning." Putin repeated false claims against detained Americans in Russia. Paul Whelan, a former American military member, was attacked in a Russian prison. The U.S. State Department stated that Evan Gershkovich has been wrongfully detained by Russia.
