Ukraine's Attorney General: Signs of Genocide in Russia's Crimes

On Tuesday, April 2, Ukraine's chief prosecutor stated that Russia's crimes across the occupied territories of Ukraine, including the massacre in Bucha, indicate a pattern of genocide that must be prosecuted both within Ukraine and ultimately at the International Criminal Court. Andriy Kostin expressed this in an interview with Reuters, two years after the massacre of civilians in Bucha following the invasion by Russian forces on February 24, 2022. He also noted that Ukrainian prosecutors have tried and convicted 25 Russians for war crimes in the Kyiv region. Reuters reported that over 125,000 claims of war crimes by Russian forces across Ukraine have been registered in Mr. Kostin's office, with thousands of those in Bucha. Russia denies the commission of war crimes by its forces in Ukraine, claiming that some events, such as the execution of Ukrainian civilians in Bucha, were 'staged.' Moscow has also dismissed four International Criminal Court arrest warrants for senior Russian officials suspected of war crimes, countering that 'Ukraine has committed war crimes,' including indiscriminate shelling of eastern Ukraine. In its invasion of Ukraine, Russia has seized parts of the eastern country. Andriy Kostin stated in his interview with Reuters that international investigations have reinforced allegations of genocide by Russia, as the arrest warrants from the International Criminal Court include accusations of war crimes and broader crimes against humanity by Russia. Speaking on the sidelines of a judicial conference in The Hague, Netherlands, he announced that both in liberated and occupied areas, elements of genocide are observed in many of the committed crimes, which is a pattern of Russian warfare. The Ukrainian Attorney General added, 'We are witnessing the same types of crimes, the same torture chambers, the same types of murder, torture, sexual violence, mistreatment, unlawful forced detention, forced exile, looting, etc., in Ukraine; and all these crimes have been committed by Russian military units.' He pointed out that there is more evidence to support the prosecution for genocide, adding that this prosecution should include the chain of command up to the military and political leadership of Russia, with defendants being prosecuted both in Ukraine and in The Hague. Mr. Kostin stated that for Ukrainians, a genocide ruling in international courts is very important, but this requires extensive preliminary work and many fundamental investigations.
