UN Security Council Meeting to Examine Russia's Assistance in Violating North Korean Sanctions

The United Nations Security Council convened at the request of the United States to examine reports regarding Russia's assistance to North Korea in circumventing sanctions. During the meeting, Nikki Haley accused Russia of 'cheating,' while Vasily Nebenzia accused the U.S. of having 'politically biased intentions.' On September 17, U.S. Secretary of State Mike Pompeo stated that the U.S. had called for a UN Security Council meeting to review evidence related to Moscow's support for North Korea in evading sanctions against Pyongyang. Pompeo tweeted, 'The United States has asked Security Council members to come together to discuss Russia's ongoing efforts to undermine the enforcement of North Korean sanctions. Global sanctions are a vital part of efforts to denuclearize.' On the same day, U.S. Ambassador to the UN Nikki Haley accused Russia of providing 'organized' assistance to the North Korean regime to bypass sanctions. Haley stated that Moscow has consistently and systematically aided in undermining sanctions against North Korea. The U.S. Ambassador claimed that among Russia's actions was the transfer of prohibited equipment, including oil, coal, and other goods to North Korea. According to Haley, Russia pressured the UN expert panel to alter its report on the enforcement of sanctions, which, according to the U.S. Ambassador, contained 'evidence of multiple violations of sanctions by Russia.' On the other hand, Vasily Nebenzia, the Russian Ambassador, stated that 'the work of the UN expert panel has become highly politicized, and they are hostages to U.S. views.' Nebenzia claimed that Russia's perspectives and opinions have not been taken into account, and the U.S. is using the monitoring panel as a tool to punish North Korea. The Russian Ambassador stated that Moscow insisted on reflecting its views in new documents, and the 15 members of the Security Council ultimately reached a compromise, but Nikki Haley prevented the publication of that report. The U.S. diplomatic mission at the UN stated in a statement that 'certainly no American expert - in any part of the process - agrees with the version altered by Russia.' The Associated Press reported that the contradictions in the approaches of key Security Council members regarding the North Korean issue are not very common, as the Council has shown a unified and strong response to Pyongyang's nuclear and missile tests. The Security Council has imposed severe sanctions against North Korea, which have halted 90% of the country's exports and the work of North Korean laborers abroad, who were a source of foreign currency for Pyongyang.
