US Officials Warn of the Formation of a 'New Axis of Evil' Comprised of China, Russia, the Islamic Republic, and North Korea

US military and defense officials are increasingly concerned that "China, Russia, North Korea, and the Islamic Republic" are working to challenge Western unity and alter the balance of power globally by strengthening their relations. The commander of US forces in the Indo-Pacific region stated, "The evolving relationship between China and Russia is a major part of a pattern that has turned the global arena into the most dangerous environment I have experienced in 40 years." Admiral John Aquilino said on Wednesday at a hearing of the House Armed Services Committee, "The cooperation of these two authoritarian countries places us in a different security environment." He added, "With signs of expanding cooperation between North Korea and the Islamic Republic, as both countries seek to procure weapons from Russia for the war in Ukraine, this collaboration should be concerning for the entire world." Admiral Aquilino described the relations between China, Russia, the Islamic Republic, and North Korea as a "new axis of evil" and emphasized that the US and its allies must respond appropriately to this matter. Ely Ratner, the US Deputy Secretary of Defense for Indo-Pacific Security Affairs, also stated at the hearing that developments in Europe and the Indo-Pacific region are increasingly interconnected, adding, "Standing with Ukraine shows that this kind of violence has costs and consequences and brings the free world together." The assessments of these two military and defense officials follow similar warnings from senior US intelligence officials who say that although Moscow has not yet achieved all its goals in Ukraine, Russia's military aggression has bolstered China's leadership. Avril Haines, the US Director of National Intelligence, told US lawmakers earlier this month that Beijing has managed to receive "concessions" from Moscow in exchange for support in the war in Ukraine. William Burns, the Director of the Central Intelligence Agency (CIA), also stated that Russia's success in Ukraine could "strengthen China's leadership ambitions in potential scenarios from Taiwan to the South China Sea." US military and defense officials at the House Armed Services Committee hearing also expressed concern that the emerging alliance of China, Russia, North Korea, and the Islamic Republic seems to have emboldened North Korean leader Kim Jong Un. Earlier, US intelligence agencies reported that "the global order has become very fragile" and emphasized challenges such as intense competition among great powers, transnational issues, and regional conflicts; a report released simultaneously with a meeting of intelligence agency heads in the US Senate. In their annual threat assessment report for 2024, released in late March, US intelligence agencies stated: "Ambitious yet anxious China, hostile Russia, some regional powers like the Islamic Republic, and empowered non-state actors challenge the long-standing traditions of the international system and US supremacy in the global order."
