Official sanction

The IRGC's engineering/economic arm, Khatam al-Anbiya Construction Headquarters (GHORB/KAA), was added to OFAC's SDN list on 25 October 2007 under Executive Order 13382, described as generating income to fund IRGC operations.

Estimated

Published estimates of the IRGC's share of Iran's economy vary widely — from roughly one-third to two-thirds of GDP — precisely because ownership is opaque; no figure is independently verifiable.

Official sanction

In 2018 Iran's Oil Ministry awarded Khatam al-Anbiya ten oil and petrochemical projects worth roughly $22 billion — several times the IRGC's official budget.

Documented

Through the 2009 non-competitive privatization of the Telecommunication Company of Iran (TCI), an IRGC/Setad-linked consortium took majority control of the country's dominant mobile operator (MCI / Hamrah-e Aval).
